What this checks
The number is looked up on the public register that issues numbers in that format, at the moment you check. You see what the register shows: who it's registered to, the tier, what they're registered as and, where the register publishes one, the expiry date.
A registration on the register doesn't prove the person in front of you is that business. Check the name matches their paperwork and vehicle.
